Once he had done this, Europe, intellectually, had started to come to birth. ALTERNATIVE POSSIBILITIES Officially, the USSR always insisted that its sole intention in installing the rockets which President Kennedy succeeded in having removed in October 1962 had been to protect the Cuban régime of Fidel Castro from a repetition of the Bay of Pigs. Since the Americans had made it very clear that they would not allow a Soviet military presence so close to their own shores, it seems a big risk to have taken to protect a new and not very important ally.

It was an action which gave a very clear idea of just how free the ‘Free City’ of West Berlin would be without the protection of the Western garrison which the Soviet Union seemed so anxious to remove. It was not, however, solely in this context that the Soviet note of November 27, 1958 took on its full significance. Thanks to Marshall Aid, but more particularly to the enterprise and industry of its own citizens, the Federal Republic of Germany was now the richest country in Europe. In 1955 it had become a member of NATO, and thus had the traditional right of an ally to have its interests protected.

Any attempt by the West, after 28 May 1959, to send convoys through to West Berlin would therefore be resisted by force. The implication was that it would be unwise of the Americans, British and French to risk a conflict with a Soviet Union whose rockets could now, as Mr Khrushchev was in the habit of reminding the West, deliver nuclear warheads wherever it chose. The ultimatum sent to the Western Powers also came at a time when events in central and eastern Europe had once again shown the Soviet Union in a peculiarly unattractive light.
